Development of the Residential Outdoor Education (Wales) Bill

From time to time, the Presiding Officer must hold a ballot to determine the name of a Member, other than a member of the government, who may seek the Senedd’s agreement to introduce a Bill.

A Member must provide "pre-ballot information" to set out the intended purpose of their proposed Bill.

If the Senedd agrees to the introduction of such a Bill, the Ballot winner may consult on their proposals before formally introducing their Bill.

Consultation

On 31 January 2023, Sam Rowlands MS launched a consultation on his proposal for an Outdoor Education (Wales) Bill, inviting people to give their views on the policy objectives of the proposed law. The consultation closed on 17 March 2023.

Sam Rowlands has also launched a child and young person’s consultation on the Bill. This consultation invites children and young people to engage directly on the Bill and give their views on what the new law could do. The consultation closed on 23 June 2023.

Draft Residential Outdoor Education (Wales) Bill

Building on the policy objectives and earlier consultation, Sam Rowlands developed a draft Residential Outdoor Education (Wales) Bill (PDF, 92KB). This draft Bill was published, and a targeted consultation on the detail of the Draft Bill was undertaken with key stakeholders between July and September 2023.

Scrutiny of the Residential Outdoor Education (Wales) Bill

A debate on the general principles took place on 17 April 2024. The motion to agree the general principles was not agreed and the Bill was rejected by the Senedd, in accordance with Standing Order 26.14.

This Bill was originally titled the Outdoor Education (Wales) Bill.

Following the initial consultation taken to inform the development of the Bill, Sam Rowlands changed its title to become the Residential Outdoor Education (Wales) Bill.
