The following is a proposal for a Member Bill tabled during the Sixth Senedd:
Proposing Member:
Title of the proposed Bill:
Community Housing (Wales) Bill
Policy Objectives of the proposed Bill:
The Bill will provide for legislation that will:
Ensure that there is a balance in favour of local residents in the housing market, (e.g. dwellings, residencies and un-developed land allocated for housing) in communities where a percentage of the local population are priced out of the local housing market.
Empower Local Authorities and local communities (via community, town, and city councils) to decide what that percentage threshold is for their areas, and how best to implement the legislation.
Stop the proliferation of secondary residences, in areas identified by Local Authorities in conjunction with communities, by people who occupy those residences only during a very short period of the year ("empty beds").
