Community Empowerment (Wales) Bill

Policy Objectives of the proposed Bill:

The policy objectives of the Bill are:

Register of Assets of Community Value – to establish a mandate for local authorities to keep a register of assets of community value, to which assets can be nominated by communities.

Community Right to Buy – to establish a statutory right to buy registered assets of community value that are proposed for sale or transfer. This would give communities a practical right of first refusal to buy assets that could otherwise be lost to the community.
